The monument "Victory Obelisk 1991" was erected in honor of the Slovenian War of Independence in 1991. The purpose of the monument is to commemorate the events and people who contributed to Slovenia's independence. The monument stands at Jože Toporišič Square, between the Brežice Cultural Center and the Brežice High School.

With its height of 12 meters and weight of approximately 20 tons, it symbolizes significant historical moments. Designed as a tetrahedron, it is built from combed, formwork, and polished concrete, representing the cooperation of the Territorial Defense, police forces, and civil structures during the War of Independence.

The monument also serves as a symbol of the connection between the battles in Rigonce and Ljubljana, forming a line between these locations. The obelisk features three platforms, a wall, an LED constellation, and a tricolor victory signal, all of which collectively represent the victory and unity of the Slovenian people during the crucial moments of independence.
